Conclusion

COP31 must mark a shift from commitments to delivery. For Africa, success in Antalya will depend on whether the climate regime begins to close the gap between agreed goals and the finance, technology and capacity-building required to implement them. This means turning adaptation commitments into funded action, making loss and damage finance accessible to affected countries and communities, strengthening accountability for climate finance, and ensuring that mitigation and just transition pathways support development, energy access and economic transformation.

Africa’s priorities are interconnected. Adaptation cannot be delivered without finance; mitigation cannot be equitable without technology and capacity; and a just transition cannot succeed if African countries remain exporters of raw materials while value, manufacturing and jobs are created elsewhere. Climate-related trade measures, transparency requirements and the Global Stocktake must therefore be approached through equity, CBDR-RC and the different capacities and development circumstances of countries.

COP31 is also an important staging point ahead of COP32 in Addis Ababa. Antalya should consolidate a coherent African agenda centred on implementation, justice and sovereignty, while strengthening the institutions and support needed to turn that agenda into action. Africa should enter COP32 not only with a clear account of its vulnerabilities and needs, but also with a stronger claim to shape the solutions, from adaptation and renewable energy to green industrialisation, technology development and locally led resilience.

The measure of COP31 will therefore be practical: whether African countries and communities leave with clearer pathways to resources, stronger implementation mechanisms and greater policy space to pursue climate-compatible development. Delivery, rather than another layer of declarations, must be the benchmark for success.

This report argues that adaptation must therefore be understood as a matter of justice, power, and equity, rather than as a primarily technical response to climate risks.
