Global South countries, particularly those in Africa continue to face a myriad of climate and development challenges in a polarised world. They have to grapple with the rising debt levels, shrinking tax base and unfair global trading system that leave them more vulnerable than before. At the same time, Africa and other developing regions face a climate finance dilemma as deepening debt cycles, shrinking fiscal muscle and the rapid decline of international public finance push governments to choose between essential development priorities and climate action. At this backdrop, multilateral development banks and global financial institutions continue to promote private capital mobilization as a solution for the financing gap, all this despite persistent concerns over affordability and equity in access to a financing model that probably prioritises commercial returns while transferring risks to the vulnerable beneficiaries.<\/p>\n

Multilateral funds remain far below developing country financing needs even despite the adoption of the New Collective Quantified Goal (NCQG).In such, developed countries obligations under article 9.1 of the Paris Agreement risk being diluted by growing appetite on market based approaches. On the road to Addis, this session will critically examine the implications of private finance lead action, identify equitable public finance alternatives and push for a unified position for Africa on climate finance.<\/p>","protected":false},"excerpt":{"rendered":"
