UNLOCKING AFRICA’S ENERGY FUTURE: INTEGRATING THE COP28 ENERGY PACKAGE INTO THE NDC 3.0 FRAMEWORK

This policy brief highlights Africa’s potential to lead in renewable energy due to its vast solar resources. It argues that the continent must align its Nationally Determined Contributions (NDC 3.0) with the COP28 Energy Package to drive sustainable development, universal energy access, and economic growth. However, this transition requires substantial financial, technical, and institutional support, particularly from developed nations, which have a historical responsibility for the climate crisis. Africa currently receives only 2% of global renewable energy investments, a disparity that must be addressed through increased climate finance, including blended financing and debt relief measures.
